Police Identify Suspect in Officer-Involved Shooting

Police officer placed on administrative leave pending the investigation.

Update, Feb. 20, 4:45 p.m.: Emmanuel Okutuga, age 26, of no fixed address, has been identified as the suspect in Saturday’s officer-involved shooting outside City Place Mall in downtown Silver Spring, according to a Mongomery County Police media release.

District 3 patrol officer Christopher Jordan has been named as the officer who fired two shots at Okutuga when he refused to comply with the officer’s commands to relinquish an ice pick, police said.

At approximately 5:14 p.m., Jordan answered a call by City Place security guards to assist with Okutuga, who had assaulted a mall security official, police said.

Okutuga was pronounced dead at the scene.

Officer Jordan remains on administrative leave pending the investigation.

Update, Feb. 19, 10:55 p.m.: Detectives from the Montgomery County Police Major Crimes Division–Homicide/Sex Section are investigating an officer-involved shooting that occurred Saturday evening outside City Place Mall in downtown Silver Spring.

No other community members or the officer were injured during the incident, according to a police media release.

The officer, who has been with the department for over four years, has been placed on administrative leave pending the investigation, police said.

Update, 7:52 p.m.: An unidentified man has been shot and killed by a police officer after a dispute took place at downtown Silver Spring’s .

At 5:15 p.m. a police offer arrived on the scene of a dispute that was already taking place, according to Lucille Baur, a Montgomery County Police spokeswoman. At the scene, an individual involved in the dispute yelled at the officer that the other person had a weapon, Baur said.

The man was carrying what is being described as an ice pick. Baur said that the police officer — who will not be named until Sunday — asked the man to drop his weapon and after the man’s persistent refusal, the police officer fired several shots.

The man was pronounced dead at the scene and his identification is still unknown, Baur said. Police are continuing to investigate the dispute. The man’s name will be released once his identity is discovered and his family has been informed.

Colesville Road between Spring Street and Georgia Avenue will remain closed while the police wait for the scene to be cleared.
